In according with last information from 16-02-2021 from our agent in Singapore:

As per latest port marine circular (attached), you may proceed with application for crew changes for cases falls under the mentioned special circumstances.
All crew change applications must be submitted to MPA at least 14 days in advance of the planned crew change.
As per requirement, joiners should serve 14 days isolated at their home country and fly the next day to Singapore.
[Note: could be 7-days isolation or nil depending on originating country]
First day of isolation cannot be earlier than the application date.
The crew should be completely isolated in a room with a dedicated toilet with strictly no interaction with others (including family members) at his place of residence, or serve the SHN in a dedicated facility/hotel.
Note that MPA might request evidence that above procedure has been followed.
Remark: MPA prioritize crew change requests if vessel is calling for bunkering or cargo ops.
(higher chances of approval)
We, as appointed agents, we can submit the application online on your behalf for vessel's forthcoming crew changes.
In order for us to be able to submit the preliminary request for crew changes, we will need ALL ON/OFF SIGNERS PARTICULARS, VESSEL DETAILS and TENTATIVE FLIGHTS on attached excel file at least 1 day prior joiners start their isolation.
Please refer to the attached file in regards to the Terms, Conditions, Declaration, and Consent Undertakings that we will accept upon submitting application for crew changes
Please note the following remarks in regards to flight bookings
For joiners
-Crew shall only join the ship after all shore-based personnel have completed their work on board and disembarked the ship.
-We will be able to obtain vessel's departure clearance about 4-5hrs from the time that all joiners are onboard. Vessel won't be allowed to depart earlier.
-If vessel’s stay is more than 2 days (i.e when vessel calling for cargo ops or drydock), joiners are allowed to join the earliest 2 days prior vessel’s departure from Singapore
-They are not allowed to wait at pier / airport. If not able to meet above requirement, we will need to seek approval from MPA for engaging holding facility. (subject to availability)
-It takes about 3 hrs from flight landing to complete their formalities and to be transported onboard vessel.
-Sign-on crew transiting UK on their connecting flights to Singapore are not allowed
For offsigners
-Not more than 24 hrs prior their departure flight, we will arrange either to send doctor onboard or via teleconsultation for them to be examined and obtain fit-to-fly certificate.
-After we will submit this certificate to relevant authorities and we expect to have the approval for them to sign-off (disembark) within 12 hrs (about).
It takes about 4 hrs for offsigners to reach from vessel to airport (subject to various factors)
-If the approval is to be transferred direct to airport, they will be allowed to disembark only 6 hrs prior their flight.
If not able to meet above requirement, we will need to seek approval from MPA for engaging holding facility. (subject to availability)
Please note that holding facilities have very limited capacity and are usually fully booked if you wish to proceed with booking last minute.
Bookings to holding facilities have to be fully prepaid and are not cancellable or refundable.
